Cruise Tourism Increases to Santo Domingo:
Luis Molina, executive director of Sans Souci Ports that manages the Santo Domingo cruise port, says that the arrival of 34 ships and 70,000 cruise ship passengers for the 2007-2008 cruise ship season proves the popularity of the Santo Domingo stop. He broke down cruise ship arrivals as 38% from Latin America, 33% European, 27% from US and Canada, and 2% from other countries. He said that the Port of Santo Domingo is now regarded as a modern terminal that is prepared to receive tourists from all over the world. The cruise season lasts seven months. The next season begins in October and will end in April 2009. Molina forecast 82,000 cruise ship passengers would visit Santo Domingo for the October 08-April 09 season, on board 40 ships that have been scheduled to dock. This would be 12,000 more than this year. He said their goal is to make Santo Domingo Port "the most modern port in the region."

According to a study by the Florida Caribbean Cruise Association, each tourist that arrived in Santo Domingo via cruise ship spent an average of US$80.00 per person. He estimates that overall the tourists spent RD$191.5 million during the 2007-2008 season, a boom for the city of Santo Domingo. 15 JUL 2008

Cabarete Windsurf Classic:
Race preparations are finalized for the 2008 Cabarete Classic that will take place July 17th-20th at Cabarete Beach in Puerto Plata. Registration is set for Thursday and Friday, on the beach stretch in front of Vela. The Cabarete Classic is described as the most important windsurf competition in the Dominican Republic, and is one of Cabarete's largest annual gatherings. The event was first held in 2006 as a means of keeping the spirit of windsurfing alive in the town and reuniting friends from all over the globe to enjoy the winds of Cabarete together. Last year, the event had over 70 racers competing, of which over half came from outside the country. Participating countries included the Caribbean islands of Aruba, Bonaire, and Curacao, as well as numerous competitors from the United States, Canada, and Europe.

This year, event organizers expect to have double the number of competitors. The event is both a homecoming for friends and past residents of the area, as well as an attractive tourist draw for newcomers to the island. The Cabarete Classic is four days long, and offers racing categories for competitors of all ages and abilities. Last year's categories included: Mini-Juniors; Juniors; Slalom and Formula in both Sport and Open classes; Women's Slalom; a Business Class (for local business owners), and a Freestyle competition. Two new categories will be added to the 2008 program, a Master's class and an Olympic class.

This year, the event will also incorporate Pablito Guzman's Watersports Team, sponsored in part by The DREAM Project and Vela Resorts, which is comprised of disadvantaged youth from the local elementary schools. Under the direction of Pablito Guzman, this team was formed in the past year to offer local students the opportunity to build self-confidence and learn a new sport that is an integral part of the local economy. Event organizers are pleased to include these team members in the racing program for 2008.

While the Cabarete Classic is primarily a windsurfing competition, event festivities will not end at sundown - each night, programming will continue with special dinners, concerts, and other gatherings for racers, fans, and their families, as well as members of the press. These events are designed to bring visitors and community members together to enjoy the entertainment and good fun the town has to offer. 15 JUL 2008

Casa de Campo Continues to Grow:
As of March 2008, there were 1,488 villas in Casa de Campo, making it by far the largest gated community in the country. Opened in 1972, the resort & residential community as experienced steady growth throughout the new. Casa de Campo News reports that there are 68 new villas under construction at the 15,000-acre resort. The newsletter explains that much of the new growth has taken place in the Altos section, around the Dye Fore Golf Course. In 2005, the opening of the new area added 7,000 acres for residential development.

In December 2007, the company began construction of an additional 9-hole golf course next to the back-nine of Dye Fore, as reported in Casa de Campo News.

More is coming. "As the original 7,000 acres of Casa de Campo reach maturity with only two developments left in La Catalina and the expansion of Barranca Oeste, the company has its sights on these new 8,000 acres for the resorts' steady and continued growth," Casa de Campo News reports. When the new 9-hole golf course is completed, Costasur plans to relocate the horse ranch and develop a vast area for horse estates and trails. A modern equestrian center will be built with trails throughout. Then, for the first time 4-acre lots will be offered. 15 JUL 2008

New Pete Dye Course at Casa de Campo:
Pete Dye, who designed the Teeth of the Dog golf course that put Casa de Campo and the Dominican Republic on the international golfing map, is building another one in Casa de Campo. Earlier this year, Costasur Dominican began construction of the 5th golf course at Casa de Campo.

Casa de Campo News reports that as of May, most of the rough layout had been completed. A driving range, 400 yards long by 200 yards wide, will be built as well as a clubhouse and a pro shop. This course's man challenges will be the water hazards. The large lakes are being created from the rock extraction that went into building the second breakwater at the Marina as well as the reef of the Ribera del Rio condos.

So far, the longest hole will be the Par 5 number 3 and the shortest will be Par 3 number 7 at 200 yards. The tee of hole 4 will be surrounded by water and the Par 4 No. 5 at 420 yards will have a teee 110 yards long. Par 3 No. 7, will play over water. No. 8 is a short par 4 with 390 yards. Plans are for the completion of the course by summer of 2009.

Pete Dye was inducted into the Golf Hall of Fame in St. Augustine, Florida in May. 15 JUL 2008

Chavez and Fernandez Reach Agreements:
The Dominican Republic will invest in the exploration and exploitation of an area of the Orinoco River in Venezuela, an oil reserve with an estimated 235 billion barrels, says the Presidency. The state-owned Dominican Petroleum Refinery would be the investor for the Dominican government in the Petroleo de Venezuela (PDVSA) venture. Likewise, President Leonel Fernandez said that he had reached an agreement with President Hugo Chavez for Venezuela to participate in the exploration and exploitation of bauxite in the south western Dominican province of Pedernales. The bauxite would then be exported to Venezuela for processing.

The Presidency also announced that both countries would establish a strategic alliance to increase farm production in the country and strengthen local food security plans. Venezuela would provide technical and financial cooperation for purchasing fertilizer for farming. The plan is to generate a major surplus to be used to pay the oil debt with Venezuela, under the PetroCaribe Energy Agreement.

A bilateral agreement to fight drug trafficking was also signed during President Fernandez's visit to Venezuela to attend the PetroCaribe Summit.

President Fernandez returned yesterday from Venezuela. 15 JUL 2008

Bengoa Explains PetroCaribe:
Hacienda Minister Vicente Bengoa explains that at the current level of consumption of 30,000 barrels a day, under the new PetroCaribe agreement that provides long-term financing for 60% of its fuel purchases with oil at US $100 or more per barrel and 70% when the price is US $200 or more, the government would have US $907 million to use on other chapters. The government expects to eventually increase its purchases to 50,000 barrels per day (with the purchase of Shell's stock), and thus would be releasing US $1.5 billion, by financing it long term. Bengoa described the recent PetroCaribe Summit as the most successful so far. During the summit the DR was able to rework its financing terms and the country will now be able to repay its debt to Venezuela with goods and services. The Minister also explained that the DR has received US $800 million in revenue from PetroCaribe since the agreement was signed in 2005.

Bengoa said the money would be used to "immediately resolve" the electricity problem, but did not specify how this would be done, or whether it would just mean more subsidies for the inefficient power distribution companies. Bengoa says that so far, the funds have been invested in the State-run Electricity Corporations, the CDEEE. Energy analysts have described the CDEEE as one of the most inefficient and bureaucratic of government institutions. 15 JUL 2008

Shell Deal Almost Finalized:
Hacienda Minister Vicente Bengoa says that within the next 10 days lawyers for the DR will finalize the purchase of Shell's stake in the Dominican Petroleum Refinery (REFIDOMSA), making it 100% state-owned by July 21st. Shell has agreed to sell their stock for US $110 million.

Listin Diario is reporting, however, that during his visit to Venezuela for the PetroCaribe summit, President Leonel Fernandez offered Venezuelan president Hugo Chavez either a part or a whole stake in REFIDOMSA. Foreign Minister Carlos Morales Troncoso says that Chavez may well agree to the purchase. During a meeting last Sunday Chavez said he would be interested in becoming a partner with the DR in various projects. 15 JUL 2008

More Santo Domingo Expressways:
Public Works Minister Victor Diaz Rua says that the government plans to build an elevated expressway above the Duarte Highway-John F. Kennedy Avenue to connect the overpass at Los Alcarrizos with Las Americas Expressway. Overpasses would be built at the intersections with Manoguayabo, Nunez de Caceres Ave and near TeleAntillas.

Likewise, another overpass would be built over the San Isidro highway to connect it with Charles de Gaulle Ave, and yet another at the Mella Highway, bringing the total number of overpasses in the east side of the city to two. The government has also announced the construction of the second line of the Santo Domingo metro along that route. 15 JUL 2008

Digital Government Initiative:
The Presidential Office for Computer Information, the Dominican Telecommunications Institute (Indotel), the Presidency Administrative Ministry and the Ibero-American Center for Research and Telecommunication Businesses are launching a new project aimed at making municipalities easily accessible via the internet. The Dominican Municipal Federation will also help in developing the project, which is part of the "Digital Government" initiative that seeks to make the government accessible to citizens via the Internet. Presidency Administrative Minister Luis Manuel Bonetti described this effort as "transcendental". 15 JUL 2008

MLB All-Star Game Tonight:
The stars are out tonight as Major League Baseball helps bid New York's Yankee stadium a proper farewell. There is much excitement in the air, partly because of the Stadium's farewell party and because of the collection of MLB's best and brightest stars.

Last night's Home Run Derby was a thrilling spectacle for all baseball fans, as slugger Josh Hamilton, a relative unknown, blasted 28 first-round homeruns in the Home Run Derby Competition to set a new All-Star record. At one point during Hamilton's swat fest David "Big Papi" Ortiz, who is among the All-Star Home Run Derby record holders, was seen saying "wow!" So stunned was Ortiz that he walked off the baseball field and into the dugout in amazement and as a sign of respect to Hamilton.

In all, 12 Dominican ball players have made it to the mid-season classic, including Alex Rodriguez, Manny Ramirez, David Ortiz, Alfonso Soriano, Aramis Ramirez, Albert Pujols, Edinson Volquez, Ervin Santana, Carlos Marmol, Miguel Tejada and Cristian Guzman.

Since the 1950s, a total of 55 Dominicans have been selected to participate in All-Star games. 15 JUL 2008

Attorney Generals Meet in Punta Cana:

People Discovering Santiago:
Santiago de los Caballeros, the first city in the New World to be named Santiago, is gaining fame as an attractive place to visit. Listin Diario calls the city "gentlemanly" and "old world". Some of its citizens, such as movie critic Jose D'Laura, never set foot outside the city unless it is a case of "life or death."

The fervent fans of the Aguilas Cibaenas baseball team and its imposing Monument to the Restoration are just two of the characteristics of the 500-year old city. As well as the Monument, there is the Cathedral, the Governor's Palace, the Duarte Park, the San Luis Fort Museum, the Model Market, the Victorian architecture of so many of its houses, and the friendly barrios such as Los Pepines or La Joya.

There is a long list of cultural attractions as well, headed by the Centro Leon, the Casa de Arte, the Alianza Cibaena, the Ateneo Amantes de la Luz (the DR's first public library), the Centro de la Cultura with its award-winning folkloric dance troupe, the Tomas Morel Folklore Museum, the artists' refuge, La 37 Por Las Tablas, and the Grand Cibao Theater. Santiago is located in the center of the Cibao Valley, 150 kilometers from Santo Domingo. The towns of Tamboril, San Jose de las Matas, Villa Gonzalez, Navarrete (Villa Bisono) and Licey al Medio are part of the province and lend their charm to the city.09 JUL 2008

DR Featured at Water Expo:
The DR was one of two featured countries at the 2008 Zaragoza Expo yesterday when the DR delegation presented its water conservation model, "Madre de las Aguas 2008," which spans four national parks and a scientific reserve located in the Central Cordillera. Seventeen major rivers providing 80% of the DR's water start in these mountains. It is also home to 12 hydroelectric plants and the Pico Duarte, the highest peak in the Caribbean. The Central Cordillera is also known for its biodiversity, with 600 of the nearly 6,000 animal species found in the DR.

The Rio Yaque del Norte Basin Recovery Project (PROCARYN) is being completed with a RD $385 million fund set up by the Dominican state, the German aid agency GTZ and private sector funding. Minister of the Environment Omar Ramirez says the conservation initiatives have led to reforestation projects and agro-forestry, helping thousands of people in the area and protecting the environment. The Zaragoza Expo is considered the biggest water festival on earth. It opened on June 14th, 2008 and continues until September 14th, 2008. 09 JUL 2008

Hurricanes and Tropical Storms:
After last years disasters associated with two tropical storms, people are listening more closely to what forecasters are saying. The National Hurricane Center in Miami has sent forecaster John Morales to Santo Domingo to give a lecture on "The Eye of the Storm". According to Morales, this will be an "active" storm season with fifteen to seventeen named storms of which eight are likely to become hurricanes, and four will be major storms classed as Category 3 or higher.

Morales told Listin Diario reporter Viviano de Leon that this was a natural occurrence given the high temperature of the ocean, and the current trend is expected to continue for another 10 to 15 years. Morales had words of praise for the initiative taken by the Dominican Telecommunications Institute (Indotel) in creating a network for emergency situations that will allow all the media to have access to the same news at the same time.09 JUL 2008

Is Dominican Woman the World's Oldest Living Person?
The DR might have its very own entry in the Guinness Book of World Records with local centenarian Gregoria Disla Germosen or Dona Goya. Dona Goya is thought to have been born in the town of Loma de Cabrera in 1890. Her parents were Benita Disla and Conrado Moncion. She moved to the city of Santiago in 1910, and became well-known locally for making empanadas. She went on to have four children, only one of whom, a daughter - Ana Maria Disla - survives. Ana Maria is now 90 years old and cares for her aging mother.

Locals say that Dona Goya is healthy enough to walk each day, but that she also smokes a cigar every day. Currently, Edna Scott Parker is considered the world's oldest living person at the age of 114, though no word on whether or not action is being taken in order to verify and officially recognize Dona Goya's extraordinary longevity.08 JUL 2008

Dominican Stars in the All Star Game:
A total of 11 Dominicans will probably see action in this year's All Star Game that will be played in the "House that Ruth Built": Yankee Stadium. This marks the 6th time that the country has been represented by at least 10 players in the mid-summer spectacle. The list is headed by Alex Rodriguez of the New York Yankees who will play in his 12th All Star Game, and who for 11 of those years has been the biggest vote getter of the game. Accompanying Rodriguez will be Manny Ramirez of the Boston Red Sox (12th time on the team) and David "Big Papi" Ortiz, who will have to sit this one out because of injuries. Pitcher Ervin Santana will go to the game for the 1st time.

For the National League, Alfonso Soriano will be accompanied by 6 of his Chicago Cub teammates, including Aramis Ramirez and Geovanny Soto. Also on the National League team are Albert Pujols and the sensational Hanley Ramirez. Miguel Tejada almost edged out Ramirez for the starting shortstop position. Cristian Guzman and Edison Volquez will also be on the team.07 JUL 2008

MLB News:Inoa's Signing with Oakland A's Official:
If all goes according to plan, Michael Inoa's next stop will be Cooperstown. There has been a tremendous amount of hype and media scrutiny surrounding the 16-year old's signing with the Oakland Athletics. Expectations for Inoa's success are becoming seemingly insurmountable. During a press conference yesterday, Inoa, a 6'7 and 210 lbs prospect, officially signed with the A's and with it accepted a US$4.5 million signing bonus. According to Baseball America.com, Inoa's is the richest deal ever for an international amateur who is not from Cuba, eclipsing both the $2.44 million paid to Willy Mo Pena as part of his major league contract back in 1999, and the straight $2.25 million bonus paid by the Dodgers to Joel Guzman in 2001.

Inoa is considered the best player in the DR and possibly the best player in Latin America. Speaking at the press conference, Inoa said that he was very excited about his signing and added that he hoped to surpass the success of his idol, Pedro Martinez. 3 JUL 2008

Caribbean Tourism Development Company Update:
Tourism ministers and representatives of hotel associations attending the First Annual Caribbean Tourism Summit announced that major advances were made on the structural changes that will convert the new Caribbean Tourism Development Company, that merges the Caribbean Tourism Organization (representing Caribbean government tourism departments) and the Caribbean Hotel Association (representing the private tourism sector), into an agile and more efficient organization. Enrique de Marchena, co-chairman for the hotel sector, announced at the closing press conference: "We are creating a new era for the Caribbean, of integration, of unity and the public and private sector working together. It is one Caribbean and one direction. We have challenges ahead, we are working together. If we stick together, we will overcome the challenges."

Allen Chastanet of St. Lucia, co-chairman for the public sector in CDTC, highlighted that the structural changes included a caucus of ministers that will deal with policy and approving budgets, leaving brand management to professional organization. "We need to agree on policy, but to leave how these decisions will be carried out to each territory". He forecast that things were now going to happen "at an easier and at a faster pace".

The key issues tackled at the meeting were destination branding, aviation and other transportation issues, taxes and tourism, the need for a regional marketing campaign, and the satellite accounting system for keeping statistics on tourism activities.

Vincent Vanderpool-Wallace, secretary general of CDTC, explained that the new organization will tackle areas of human resources, sustainable development, marketing, information management and research, real estate and tourism development, with separate smaller meetings held with members gathering in different member countries. The recommendations from these meetings would then be brought forward at the annual summit. Vanderpool-Wallace said they would come up with a program to show the meetings for the next two years, so that everyone can plan their participation two years in advance. A second ACTS summit is likely to be held in Washington, D.C. in 2009.

"Furthermore, there would be sub-committees gathering the Dutch, French, English and Spanish Caribbean to make sure each has its own groups coming together with their own needs to have a more structured program to come up with a definitive consensus into the future," said Vanderpool-Wallace.

He commented that during the summit there was a lateral integration of government ministers from other sectors for the first time. Attending the meetings were several central bank governors from the Caribbean, as well as finance and tourism ministers. Vanderpool stressed the importance of opening up, and that the idea was to preach to the different government sectors, instead of "preaching to ourselves", as has been the case in the past. He suggested holding these summits in each country, covering education, health, agriculture, security and finance. 1 JUL 2008

Tourism Ministers Meet at Capitol Hill:
During the First Annual Caribbean Tourism Summit, Caribbean Tourism Development Company secretary general Vincent Vanderpool-Wallace announced that the CDTC had engaged the services of a lobbying firm to put forward the Caribbean's special interests that require the support of the US Congress. Among the issues discussed was how the Western Hemisphere Initiative, which requires US citizens to use passports when visiting the Caribbean, had hurt the region, especially because citizens were allowed to cross to Mexico and Canada by land without a passport. The measure affected 75% of the people who had traveled to the Caribbean and did not have passports. Talks would continue to this end. The CDTC has proposed three twists to the requirement that would help:

1) The Caribbean to be regarded as domestic space and travelers to be exempt from paying US$40 for traveling internationally.
2) That duty free allowances would be raised.
3) More pre-clearance facilities opening in the Caribbean.

Pre-Clearance Tops on Agenda for Caribbean: The Caribbean Tourism Development Company considers that obtaining the pre-clearance facility is the top priority and of top strategic importance for the Caribbean. Pre-clearance is a facility that enables travelers to clear US Customs abroad and enter the US as domestic travelers. Vincent Vanderpool-Wallace, secretary general of the Caribbean Tourism Development Company explained that the new development of open skies facilities between the Americas and Europe will encourage increased interest in flying to the region. The reasoning is that major international airports are congested and the pre-clearance facility would enable flights to arrive from domestic US airports that offer less costly services and faster turnarounds for airlines.

Allen Chastanet, co-chairman for the public sector in CDTC, said that the ministers argued with the US Congress representatives that the US maintains a trade surplus with the Caribbean, and that in absolute terms there is no business in the Caribbean that could take business from any company in the US.

At the meeting, aviation consultant Darryl Jenkins announced that Southwest, which currently only flies into domestic airports, could be looking into coming to the Caribbean. "Pre-clearance is critical for taking advantage of the void left from legacy carriers", he said, commenting that the low-cost carriers need to be able to fly into the airports they are presently operating in the mainland. "They cannot make it in Miami, while Fort Lauderdale is successful". 1 JUL 2008

Southwest Could Fly to the DR:
In an address to the press during the closing of the 2008 Annual Caribbean Tourism Summit, Alec Sanguinetti, CEO of the Caribbean Hotel Association speculated that Southwest airlines could be interested in flying to the Caribbean. He said that nations that adopt pre-clearance would be in a position to receive Southwest jets. Pre-clearance is a facility that allows passengers to clear US Customs at airports outside of the United States. The speculation came after conference speaker Darryl Jenkins commented that Southwest had appointed a vice president of international routes.

"That is significant. I think it is fair to say Southwest does not take action without knowing where they are going and that they will be able to make money out of it," said Sanguinetti. He pointed out that in these difficult days, Southwest will only fly where it is sure it can turn a profit. "They are hedged at US$50 a barrel through 2010," he explained. "They have cash to do it [open routes to the Caribbean]".

He explained that it is the only airline that has a 10-year labor contract with its crew, and that they have a very efficient fleet. Nevertheless, he cautioned that these low-cost carriers only fly from airports where operating costs meet their model and allow them to fly in and out quickly and turn flights around in 30 minutes. "If instead of half an hour, it were to take a 737 an hour, on their current schedule they would need more airplanes", he explained. He was making the point that only efficient airports would be able to attract low-cost carriers such as Southwest.

Punta Cana International Airport (PUJ) is the local airport that has made progress in preparing for the possible granting of pre-clearance for the next winter season, and could be the first in the DR to offer the facility. 1 JUL 2008

DR is Main Tourist Market for Germans:
James Kennedy of Brainjuicer, Inc., speaking at the ACTS Summit in Washington, D.C. alerted that safety is a deciding factor for German travelers. His recommendation is that destinations promote local culture and diversity to convert potential visitors into real visitors. "It is important to help the independent traveler to be independent," he concluded at the presentation.
According to Kennedy, Germans also are attracted by beach and pristine natural environment. He explained that the DR has been the Caribbean market to most successfully capture the interest of the German tourist. He explained that the growing number of German independent travelers are relying more on family and friends, the Internet and guidebooks to decide where to travel, but there is still a reliance on travel agent brochures. He forecast that Germans are more likely to travel more, while contrasting it to the UK market where hard economic times ahead are forecast to have an impact on British holiday plans. On the contrary, he explained that Germans are optimistic that their financials will improve over the next two years, not so the British that believe their financials will worsen.

Statistics show that as of 2007-2008, the DR is the main market for the German tourist. The relative strength of the German economy and of the Euro suggests that the markets for long haul travel should be showing strength over the next two years. 1 JUL 2008

The Swiss Love the DR:

Billions in New Tourist Projects:
Without a doubt, tourism is one of the main economic activities in the Dominican Republic. Fifty-four projects are currently under way, with an overall investment of US $12.5 billion dollars. Many of these projects are in the Bavaro-Punta Cana area, according to sources at the Ministry of Tourism. There are 32 hotel projects in this part of the country, representing an additional 13,000 rooms. In the area around Juan Dolio there are four projects, representing nearly 1000 rooms. The remaining investments are in Samana, Puerto Plata, Santiago and Jarabacoa. In the case of the latter, eco-tourism is the main attraction and according to the newspaper, a 44-room project is targeted at over US $10 million. 25 JUN 2008

Cibao Airport Opens for Private Aviation:
The Cibao Airport, a private venture, will be the port of entry for a new plan to attract private aircraft tourism to the Dominican Republic. There is potential for as many as 50,000 small craft to use the airport as their port of entry. Once in the Dominican Republic, private planes can take off for any of the tourist areas throughout the country: Puerto Plata, Portillo (near Las Terrenas, Samana), Punta Cana, La Romana or Santo Domingo, among others. At least this is what James Parker, the main promoter of this type of tourism predicts will happen. Parker arrived in Santiago aboard his Pilatus 12, piloted by Al Simmons and accompanied by Mike Trim. Trim, an official with the Dominican Airport Authority, is working together with Parker to set up the Dominican pavilion at the huge Oshkosh, Wisconsin Fly-in on July 27th. The Oshkosh event is probably the largest private aviation gathering in the world with 700,000 visitors each year and thousands of small and large aircraft on the ground. A Presidential Decree (169-08) exonerates private planes from paying government landing fees at any of the international airports. After a tour of the airport, Parker praised the conditions that he found at airports around the country and told reporters from El Caribe that he was preparing a Fly-in from Florida with 45 aircraft. 25 JUN 2008

Three Dominicans on Regional Tourism Board:
The Annual Caribbean Tourism Summit opened this Sunday, 22 June in Washington, D.C. bringing Caribbean ministers of tourism and key hotel sector executives to the forefront of the attractive Washington, D.C. travel market and policy makers. The DR was represented at the event by its private sector, with three Dominicans on the board of the Caribbean Tourism Development Company (Caribbean Hotel Association private sector side) for the first time. Former president of the National Hotel & Restaurant Association (Asonahores), Enrique de Marchena is the newly appointed co-chairman of the CTDC, Haydee Rainieri of the Puntacana Group is the fourth vice president, and Reyson Pimentel of BlueBay hotels is the regional vice president for the Central Caribbean.

In his opening remarks, De Marchena highlighted the marked desirability of the region for international investors, pointing to continued investment by leading travel companies such as Raffles, Rock Resorts, Four Seasons and Ritz Carlton and Westin.

Allen Chastanet, co-chairman of the government sector in the CDTC stressed the need for governments to fully take on tourism as the region's most important industry and to come up with more financial support for CDTC activities. CDTC has been pushing the Caribbean branding.

The meeting of Caribbean Hotel Association and Caribbean Tourism Organization under the umbrella of Caribbean Development Tourism Company was moved to Washington, D.C. after President Fernandez met with Allan Chastanet at a New York Counterpart-CMEX press educational meeting. Nevertheless, no one from the Dominican Ministry of Tourism attended the event. 24 JUN 2008

"Tourism's Upward Trend is Irreversible":
The former Chairman of the US Federal Reserve, Alan Greenspan told the audience at the Annual Caribbean Tourism Summit gathered in Washington D.C. that despite the problems, tourism by its nature is on a long-term upward trend. He assured delegates from 33 Caribbean nations that Americans would continue to travel to the Caribbean in increasing numbers.

Greenspan forecast that "what we are seeing with respect to globalization is an ever- increasing breaking down of barriers. There is an inevitable trend towards the sovereign barriers coming down and people moving", he said. Even with the rise in the price of jet fuel, remarked Greenspan, the real cost of transportation has been going down. He forecast that technology and advances would keep recreational tourism going. "When you are dealing with an industry with momentum in an upper direction, you can absorb shocks and come back," he said. But he made the point that travel for the first quarter of 2008 is at levels similar to 2006, despite all the problems.

Greenspan attributed the spiking price of oil to speculation. He said that prices initially rose when analysts foresaw that the actual investment in drilling and infrastructure to ensure the required levels of crude supply remained flat, and thus the reserve buffer was being eaten into, which moved prices up. "We have had a very dramatic rise in demand to hold inventories, but the supply of inventories is growing very gradually, and therefore prices have taken off," he said. This spurred the investment community to get involved and hold inventories for three to six years into the future.

He said that speculation was good, because it contracted consumption for the first time. He explained it removes the peak of what the price of oil otherwise would have been. Another advantage is that by getting prices to move off faster, we are getting a contraction of consumption for the first time, and the ultimate price at which oil would have risen if there had not been the contraction.

"If you took speculation out, prices would rise slower but when you ran into real serious problem when the buffer would go to zero, they would zoom up," he said.

He forecast, "We are going to see ever-increasing aviation fuel prices, ever more efficient jet engineers, and seeing as there is a substantial demand for exotic metals in jets and engines that save fuel, eventually we will get the per mile cost down." 24 JUN 2008

Rule of Law is Essential for Attracting Investment:
Alan Greenspan, former chairman of the US Federal Reserve, told the Caribbean government and business representatives gathered for the Annual Caribbean Tourism Summit in Washington, D.C. that the rule of law is the most important element in attracting investors to the region. "When I look beyond a three, four or five-year period for forecasting purposes, I found that the most useful way of determining who is going to prosper, is not looking at demographics, potential trends in investment and productivity, but asking where the rule of law is most stable. What history tells us is that time and time again, capital moves to those areas that are safe. This means where you can get your money out quickly," he said.

Greenspan highlighted the fact that areas where there are strong property rights attract capital. "You need to assure investors that property rights will be respected. You need to communicate to investors that they will get back the capital they have invested in facilities, and will get a reasonably good return." Greenspan said that education is "secondary."

Rule of the law is the historically most important factor for attracting investment, he said. He suggested that the Caribbean should avoid skipping the normal stages of development, and accelerate them instead. He said that the Caribbean has the extraordinary advantage of being near a large population to the north that considers them valuable. "The true potential of the Caribbean has not yet been tapped," Greenspan said. 24 JUN 2008

The US Traveler Has Changed:
Prospects for US travel are changing, says Ron Erdmann, deputy director for travel at the US Department of Commerce. He warned the Caribbean about a dramatic shift in the characteristics of travelers from 2006 to 2007. He urged markets to take heed because travelers will go to destinations that offer what they want.

He said that recent research had found that the Internet continues to dominate as the No. 1 source of information, with 45% of travelers referring to the Internet to decide where to go for vacation. This compares to 25% who relied on travel agents, 27% who relied on airlines, and 15% who relied on friends and relatives. He explained that tourists are planning their trips far in advance and not waiting for the last minute to make a decision. Their research shows that average planning time has increased to 93 days.

Furthermore, he said that there is a marked decline in the number of tourists who are traveling on packages - going from 29% in 2006 to 16% in 2007. On the other hand, there is a heavy market of repeat travelers who are taking multiple trips during the year to leisure destinations. He said that 57% of travelers are on leisure trips, 29% are visiting friends and relatives, and 10% are on business trips. The average trip for the American traveler is nine nights, which is up from eight days.

Another major change he urged the Caribbean marketers and policy makers to keep in mind is that the taxi has become the dominant way for travelers to get around within the islands, followed by rental car. More tourists are booking taxis instead of tour excursions to see the islands at their leisure. This makes it necessary for educational programs to be in place and good road signage to be available.

The study showed that there has been an increase in interest in visiting small towns and touring the countryside, and a decline in dining, shopping, water sports, sunbathing and casino gaming. 24 JUN 2008

Dominican Entrepreneurs Open for Business in Philly:
The Philadelphia Inquirer focuses on the entrepreneurial nature of Dominicans and the way it is reflected in the number of businesses they have opened in Philadelphia. He estimates that 1,000 bodegas in the city are Dominican owned. "While their numbers are relatively small - 4,300 to 20,000 Dominicans now live in greater Philadelphia based on estimates - their influence is outsized", he stressed, commenting on the soaring number of Dominican bodega owners. Many of the shops were bought from Puerto Ricans or Koreans. To explain the phenomenon, the story points out that it could be because Dominicans prefer to be their own bosses. The writer mentions the larger number of corner markets, hair salons and other enterprises that are in the hands of Dominican entrepreneurs. 24 JUN 2008

Guzman says that crime in the DR has decreased by 60%. Quoted in Hoy, Nunez said that representatives from the Embassy visited Guzman to confirm that they had not released the report. He added that it is normal for the US government to inform citizens about possible dangers. Nunez says that the DR receives more than four million tourists and this could be the reason behind the release of the report. 19 JUN 08

Tourism Police Defends the DR:
Tourism Police (POLITUR) Chief Manuel de Jesus Miranda is challenging a recent travel warning issued to US travelers to the DR. In its page on the DR, the US Department of State warns US citizens to "be aware that foreign tourists are often considered attractive targets for criminal activity, and should maintain a low profile to avoid becoming victims of violence or crime. In dealing with local police, US citizens should be aware that the standard of professionalism might vary. Police attempts to solicit bribes have been reported, as have incidents of police using excessive force."

The US government warning continues: "The dangers present in the Dominican Republic, even in resort areas, are similar to those of many major US cities. Expensive jewelry attracts attention and could prompt a robbery attempt. Limiting the cash and credit cards carried on your person and storing valuables, wallet items, and passports in a safe place is recommended."

Jesus Miranda says that tourism destinations are safe for people of all nationalities. His comments were backed up by National Police Chief Rafael Guillermo Guzman Fermin who said that crime in the DR has been reduced significantly. Guzman said that the DR is among the safest countries in Latin America, and added that news might create the perception of increased crime but this doesn't reflect the reality of the situation. 17 JUN 08

Dominican Republic to get US$1B in tourism infrastructure:
Santo Domingo.- The Web site EpochTimes reports that Dominican Republic's Tourism Minister, Felix Jiménez, hosted an luncheon on the 51st floor of Toronto's Manulife Center recently to announce US$1 billion in tourism infrastructure investment.

It said the Dominican Republic government will use the money to build better roads, a new cruise ship marina, high-speed ferry service between Punta Cana and Samana and more luxury hotel rooms, from now until 2012. Highway upgrades between Punta Cana to Santo Domingo will allow visitors to travel between the two cities in one third the travel time.

The country has already welcomed over 1.3 million visitors this year, 400,000 from Canada alone said Jimenez, EpochTImes said.

"We are very pleased with this impressive growth in tourism, and the new developments being planned will only improve our products as we continue to welcome record numbers of visitors from around the world," he said.

The Dominican Republic was recently named the number one Caribbean destination for international visitors by the Caribbean Tourism Organization. In 2006 tourism is credited with fueling the countries impressive economic development that saw the GDP grow by double digits. 20 JUN 2008

Minister of Tourism Lays Out Plan:
Minister of Tourism Felix Jimenez met with representatives of hotel, travel agent, airport and tour operator companies in Boca Chica yesterday to present his plan to keep the industry going in response to recent announcements of major airline flight cuts. The plan will be presented to President Leonel Fernandez. Among the points covered, as reported in El Caribe, are:

1. Elimination of the ITBIS tax on aviation fuel.
2. Awarding of 5th Freedom to European airlines, that is the right to enplane traffic at one foreign point and deplane it in another foreign point as part of a continuous operation also serving the airline's homeland. This would allow a European airline to touch down in the DR and then carry traffic to Central America, Mexico, the US or the rest of the Caribbean if it wants to.
3. That airports reduce their charges on passengers by 20%.
4. That airports in Punta Cana, Romana and Santiago support Ministry of Tourism promotional campaigns the way Aerodom has been doing (airports in Puerto Plata, Las Americas and Samana).
5. The strengthening of Air Dominicana, an affiliate of Air Europa that has a minority investment by the Dominican government, is also contemplated. The plan is for Air Dominicana to begin serving the US and Puerto Rico by October-November. The airline has already started operations serving Venezuela.
6. A proposal for incentives for at least two European airlines set up their hubs or mother ports at DR airports.
7. Increase advertising campaigns promoting the DR abroad
8. Work to increase travel from lagging markets. 12JUN 08

Air Dominicana to Start June 16th:
Air Dominicana (AD) has announced the start of daily flights to Caracas, Venezuela as of June 16th. This is the second Dominican airline to start international operations this year. The first was PAWA that began service to Aguadilla, Puerto Rico on June 2nd, 2008.

AD president, Juan Jose Hidalgo Arena said that the new airline would use a Boeing 737 plane, with capacity for 148 passengers. AD, a mixed enterprise with private (Spanish Air Europa affiliate) and Dominican government capital, was started with a US $10 million investment. A second Boeing 737 is expected to commence service from the DR to Guayaquil, Ecuador. Hidalgo says the airline could also provide charter flight services between Mexico and Santo Domingo.

The announcement comes at a time when the DR has received notifications of flight cancellations form major airlines, American Airlines, Delta, Continental and US Airways, as part of global flight cuts. Jimenez is optimistic the flights would be resumed in the future. Amid all this bad news, Jet Blue has announced that it will increase its flights to the DR. And the Ministry of Tourism also reports that Air France, Iberia, Transaero from Moscow, Russia and Copa from Central America have increased their frequencies to the country, as reported in El Caribe. Likewise, Air Europa will be flying direct from Madrid to Puerto Plata later this year. 12JUN 08

18 tons of baseball equipment:
Dominican children nationwide will be receiving new and gently worn baseball equipment collected in the United States by Roberto's Kids, a non-profit organization founded by Stephen Pindar and Steve Tremitiere, with the support of the National Baseball Hall of Fame and the family of the late Hall of Famer Roberto Clemente. This May and June, the organization distributed its largest shipment so far, 18 tons of equipment collected from baseball leagues, charitable organizations, individuals and retailers in 26 US states and 3 Canadian provinces for disadvantaged youth in the DR.

Pindar says that Rafael Perez, director of International Player Development with the NY Mets, helped him start the baseball equipment distribution in the DR. Onfalia Morillo, director of public relations for LEIDSA, the leading local lottery and a well known sports broadcaster in the DR, worked with Pindar distributing the equipment on the north coast and connecting Pindar with the Ministry of Sports.

Pindar explained that the partnership with SEDEFIR ensures that all donations shipped are received through government channels. Transportation this year was donated by Grupo M, the free zone conglomerate in Santiago.

In North America, Lily Transportation Corporation, Needam MA, partnered with Roberto's Kids by providing domestic transportation from key collection hubs directly to their international holding company in Florida.

In the DR, Roberto's Kids director of logistical affairs, Valentin Contreras is working with SEDEFIR, Ronaldo Peralta, MLB Senior Manager of International Baseball Operations in Latin America and Oscar Perez, of the Reviving Baseball in Inner Cities MLB Program identifying worthy and deserving leagues and organizations.

This year, more Major League Baseball stars than usual are expected to play, as the games will be used to prepare the Dominican Republic team for the World Baseball Classic that starts in Puerto Rico in March 2009.

Celebrating La Cana and Teeth of the Dog
Two Dominican golf courses have made the exclusive Top 20 International Golf Courses ranking in Celebrated Living, "the luxury magazine for American Airlines premium class passengers." The DR is the only country in the Caribbean with two courses - La Cana Golf Course (a P.B. Dye course) in Punta Cana on the east coast and Teeth of the Dog in Casa de Campo, La Romana (designed by Pete Dye) on the southeastern coast - included in the prestigious list. Coincidentally, both courses were designed by the Dye family.

Wyndham Hotels and Resorts Joins Cap Cana:
Wyndham Hotels and Resorts becomes the first international chain to operate a property at Cap Cana, the luxury vacation community in Punta Cana on the east coast. Wyndham Hotels and Resorts president Peter Strebel announced that the 497-unit luxury property would be known as Green Village at Cap Cana, a Wyndham Grand Bay Resort. Strebel said the project builds on the lodging chain's 24-resort portfolio in the Caribbean and Mexico, which also includes properties in Puerto Rico, St. Thomas, the Bahamas, Cozumel, Riviera Maya and five all-inclusive Viva Wyndham properties in the Dominican Republic. 10 JUN 2008

Pan Am Volleyball Cup: DR Wins Gold and Bronze:
The Dominican Republic women's team won a much-needed gold medal at the Pan American Cup organized by NORCECA league in Mexicali, Baja California. The DR team defeated Brazil 26-24, 30-28, 22-25, 19-25 and 15-11. Sidarka Nunez, Bethania de la Cruz and Cindy Rondon were the high scorers who led the team to win the Pan Am title. The team recently barely lost their right to compete in the Beijing Olympics in Tokyo. "We wanted this medal so badly," said an emotional Rondon. "Since the start of the tournament we were thinking about this contest against Brazil, so we came well prepared. Thanks to God, we won it." The men did their job, too. The Dominican men's team brings the bronze medal home with a tight win over home-team Mexico, 25-23, 21-25, 25-23, 18-25 and 15-12. Best for the DR were captain Elvis Contreras and Victor Batista. With the win, the Dominican men qualify for participating in the America Cup next year. 09 JUN 2008

Cincinnati Reds Honor Cesar Geronimo:
Cesar Geronimo, ex-major league baseball player with the Cincinnati Reds, and better known in DR as Cesarin Geronimo, is being inducted to the Cincinnati Reds' Baseball Hall of Fame this July. His induction coincides with the 50th Anniversary celebrations of the team's hall of fame. This is the first step on his way to the Cooperstown Baseball Hall of Fame.

MLB says: "Cesar 'Cesarin' Geronimo is perhaps one of the overlooked regulars on Cincinnati's Big Red Machine of the 1970s, but his role on that overpowering team cannot be underestimated. His play in center field was key for the Reds, combining with that of Dave Concepcion at shortstop, Joe Morgan at second base and Johnny Bench behind the plate to form one of the best defenses ever up the middle. And at the plate, Geronimo had his share of timely hits for Cincinnati's World Series champion teams of 1975 and 1976." 09 JUN 2008

Dominican Baseball Player Gets Drafted:
Third baseman Pedro Alvarez became the third highest Dominican ever drafted in the Major League Baseball amateur draft. Alvarez was chosen second by the Pittsburg Pirates. Alex Rodriguez was chosen first in 1993 and Moises Alou was chosen second by the Pittsburg Pirates in 1986. Interviewed from his home in New York, Alvarez said he couldn't believe his selection and defined it as a great moment. Alvarez, a standout at Vanderbilt University, knew he was to be selected in the second position, since he had been called by Pirates officials days before, but decided to keep it a secret as a surprise. It is estimated that Alvarez will sign a multi-million dollar contract and could see time in the big leagues within two years. This isn't the young man's first taste of big league recognition. Four years ago, while still in high school, Alvarez was selected by the Boston Red Sox. Alvarez, following his parents' advice, declined the Red Sox US $700,000 offer and decided to go to school and study economics. Alvarez is considered the "next" Alex Rodriguez. 06 JUN 2008

Santo Domingo to Samana Highway is OPEN!!
The direct highway linking Santo Domingo and Samana opened to the public on Sunday, June 1st. The 106 km highway goes from Km. 20 on Las Americas Expressway (between Santo Domingo and Las Americas International Airport) to Cruce Rincon de Molinillo in the province of Maria Trinidad Sanchez, a short distance from Samana International Airport and about half an hour from Samana City. The new route will put booming Samana beach town Las Terrenas at just two hours from Santo Domingo. The shortcut costs RD $325 in tolls, but savings in fuel and time more than make up for the additional expense. The Ministry of Public Works says that the highway has cost US $150 million. It passes near Monte Plata, Bayaguana and the Los Haitises National Park, opening up many of these areas and their rivers and waterfalls for future adventure tourism-style development. 3 JUN 2008

Catch a Movie While in Bavaro:
The Palma Real Villas Shopping Village now includes a movie theater complex. Palacio del Cine opened in May to serve residents and tourists in the area. Three movie halls are open, with capacity for 45 spectators and equipped with Digital Dolby projection screens and state-of-the-art theater amenities. Ticket prices are also attractive as they are lower than admission for opening films in Europe and the USA. The Palma Real Villas Shopping Village is located adjacent to the Melia Caribe Tropical resort, in mid-Punta Cana. 3 JUN 2008

Winter Baseball Promises to be the Best:
Felipe Alou has announced that he intends to assemble "an invincible" Dominican team for the World Baseball Classic that opens on March 5th, 2009 with first round games in Tokyo, San Juan (Puerto Rico) and Mexico City. The DR team will be playing the Netherlands, Panama and Puerto Rico at the Hiram Bithorn stadium in Puerto Rico from March 7th-11th, but to be ready, Alou wants team members to join the local teams.

Alou says that the best way for the players to get in shape is to join the final weeks of the Dominican Winter Baseball Championship, which opens in mid-October. The regular season ends in December and playoffs are held in January with the finals in the first week of February. This announcement means it is likely that a larger number of Major League Baseball players who expect to make the Dominican team to the Classic will be playing from December through February at least.

The World Baseball Classic classifies the world's best 16 teams. In next year's tournament, the Dominican Republic, China, Taiwan, Japan, South Korea, Australia, Cuba, Mexico, South Africa, Canada, Italy, the US, Venezuela, the Netherlands, Panama and Puerto Rico will vie for the title, which was won by Japan in 2006.

Stadiums where games are played are located in Santo Domingo, Santiago (less than an hour's drive from Puerto Plata), San Pedro de Macoris (15 minutes from Juan Dolio and Guayacanes hotels), La Romana (15 minutes from Casa de Campo, 25 minutes from Bayahibe hotels), and San Francisco de Macoris (two hours from Samana). Arrangements can be made to attend the games. 3 JUN 2008

Free Trade with South America?
The Dominican Republic could soon have a free trade agreement in place with South America, now that Brazilian President Luiz Inacio Lula da Silva has formally invited the Central American Integration System (SICA) to join the South American trading bloc MERCOSUR. Da Silva made his invitation during the II SICA-Brazil Business Forum. The Brazilian President is quoted as saying that "negotiations for a free trade agreement between Central America and MERCOSUR have been a challenge for Brazil and our MERCOSUR partners for some time. We can't depend on a few economies to look for new market niches." According to Lula, trade between Central America and MERCOSUR has jumped 280% in four years, going from US $594 million to US $1.7 billion. SICA is made up of Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama with the Dominican Republic as an associate member. MERCOSUR members are Argentina, Brazil, Paraguay and Uruguay. The prospect of joining MERCOSUR (which will eventually evolve into the Union of South American Nations, UNASUR) would open the DR to a market of 382 million people in South America. The DR already has free trade agreements with Europe, the Caribbean and Central America. 3 JUN 2008

DR Stock Exchange Trading Surges 607%:
Growth continues at an impressive rate at the Dominican Stock Exchange (BVRD), as the institution achieves its potential as a leading source of financing for business. Trading leaped to RD $13,930,111,262 for the first five months of the year, for a 607% growth compared to the same period last year. In only five months, the BVRD has traded more than 90% of the total volume traded for all of 2007. Trading for all of 2007 was RD $15,414,587,959, compared to a mere RD $1,64,299,250 in 2006. The changes come on the heels of the appointment of Darys Estrella, a former Goldman Sachs vice president in NY, to the helm in April 2007. Estrella confirmed the growth is due to increased confidence in the institution, efforts to reach out to new companies with new products, the active participation of the pension funds and continued political and economic stability in the country. She says, "In the next six months, volume will most likely double as we see more companies and investors realizing the benefits of participating in the market." Every day at the end of the day, the issues traded are posted open to the general public in the BVRD's website (www.bolsard.com) with all the details: issue, price, coupon and maturity date. 3 JUN 2008

BAT Goes to Bat:
The Baseball Assistance Team, a little known organization founded in 1986, is forming a preliminary committee that will determine the needs of former Major League baseball players living in the DR. Stanley Javier, Winston Llenas, George Bell, Mario Soto, Junior Noboa, Jim Martin, Virginia Carballo, Julian Javier and Jesus Rojas Alou all form part of this committee, which works through the Dominican Professional Baseball League. Because of the high volume of Major Leaguers from the DR, it is the first time that BAT creates a committee outside the United States and it was appropriate to form such a committee in the DR. 3 JUN 2008

Manny Begins March to 600:
It took Manny Ramirez a few tries to hit his 500th homerun and join an exclusive collection of hitters, but in a Monday game against the Baltimore Orioles Ramirez belted his 501st career homerun. The fact that Ramirez hit a homerun in consecutive games isn't the real news here, rather that each dinger puts Ramirez one homerun closer to the ultra-exclusive 600-homerun club. The chase is now on for Manny to complete the feat. At 36 years old Ramirez is aging, but if he stays healthy and decides to play at least three more seasons we could see another Dominican in the 600-homerun club. The bomb, hit into deep right field, helped the mighty Boston Red Sox, and Ramirez's hot bat is now a must as slugger David Ortiz was placed on the DL with a wrist injury. 3 JUN 2008

DR Volleyball Team Remains Undefeated:
The Dominican volleyball team remains undefeated as they continue play in the seventh Pan American Volleyball Cup. The games are being played in Tijuana and Mexicali. In their last game the DR beat Costa Rica 25-15, 25-17 and 25-19. The only other undefeated team is Brazil. The two top scoring teams will go on to compete in the 2009 Volleyball Grand Prix. 3 JUN 2008

Manny Bats his 500th HR!!
Boston Red Sox slugger Manny Ramirez joined the exclusive list of 24 Major League Baseball players to have hit 500 or more homeruns. He is also only the third Dominican, including Sammy Sosa and Alex Rodriguez, to reach this milestone. His homerun came on Saturday, May 31st, at a game in Baltimore. The Red Sox won 6-3. 2 JUN 2008

Dominicans Lead MLB All-Star Voting:
Dominicans Alfonso Soriano and Hanley Ramirez are leading the first round of voting for this year's All-Star Game festivities. Ramirez is having a spectacular year for the Florida Marlins while Soriano, who recently came back from injuries, is catching his groove with the Chicago Cubs.

The 79th All-Star will be held at Yankee Stadium on July 15th and Soriano and Ramirez are sure to be joined by other Dominican stars like David Ortiz, Manny Ramirez, Jose Reyes and Vladimir Guerrero who have all come to represent the best of Dominican baseball. 29 MAY 2008

Manny Hits #499:
Big bopper Manny Ramirez hit a three-run shot to right field in the sixth inning against the Seattle Mariners. The big shot by the big slugger tied the score at 3-3 and moved Ramirez within one homer of 500 for his career. The Red Sox won the game 4-3. Ramirez hadn't homered since May 12th at Minnesota and anxiety among fans began to set in as many wondered when the next dinger would come. Ramirez is now is one swing away from the 500 HR club and with it begins his march towards his next milestone: the 600 homerun club. 29 MAY 2008
